Note: there might be a bug with Autoconf 2.68 which
causes the configure script in src/libiberty to be 
incorrectly generated.

Autoconf 2.63 is known to work properly. You can
use the env var AUTORECONF with the "bootstrap" script
to force a different version of Autoreconf.
