Removes the list of plugins and instead directs to plugins.electrum.org.

I changed the commit so instead of removing the plugin docs it now only removes the list of plugins (and redirects to the website for the list), the docs instead stay as reference for the website as we discussed @ecdsa |

Removes the plugin docs so we don't have duplicated docs.
All the relevant content should be on plugins.electrum.org (currently http://5.9.83.108).
The rules for acceptance aren't really relevant anymore (?) as future plugins should be distributed externally.
The commands for setting up the plugins password are also not so useful as they are shown in the GUI anyway and are missing MacOS. The new website has a disclaimer why the root file is required, but doesn't port the commands.
