John Wimbish's code. Will be used by Vessel. This ensures that the project is completely loaded before it returns to Vessel. This eliminates the timing problems caused by the background workers.
Took the code that John Wimbish wrote and made methods for common code that he was using and was already being used by the background workers.

John Wimbish created a new method that creates a project without the UsxWorker background worker. Vessel alone will use this method to create a Glyssen project.
