Fix missing BlogBook-Footer-Text.html in output directory#1

The `BlogBook-Footer-Text.html` file is required at runtime but was not being copied to the build output directory, causing a "file not found" error as noted in the README. This commit updates the `VB-ExportFileFilterAndGenBook/BlogBackupToBook.vbproj` file to include `BlogBook-Footer-Text.html` with `CopyToOutputDirectory` set to `PreserveNewest`.
