Keep ESLint and TypeScript ESLint versions compatible

Bumping eslint to ^10.0.0 without also upgrading @typescript-eslint/eslint-plugin/parser (still on ^5.46.1 in this file) creates an incompatible lint toolchain: the v5 TypeScript ESLint packages are tied to older ESLint majors, so on npm 7+ peer resolution this can fail dependency installation (ERESOLVE) or leave linting unusable in CI/dev environments that run npm run lint.
