Summary

What does the PR accomplish, why was it needed?

Certain packages published by NVIDIA for Azure Linux 3.0: https://developer.download.nvidia.com/compute/cuda/repos/azl3/x86_64/ will functionally conflict with the packages that the Azure Linux team builds and publishes onto PMC. Thus, we elevate the priority of the PMC Nvidia repo to force tdnf/dnf to prioritize installing the RPMs from PMC over the Nvidia repo (i.e. the GPU driver package)
