feat: persist loop workspaces and sync stage PR updates

• reuse a single temp clone across cstack loop iterations so retries build on prior changes
• sync GitHub commits and PR updates after successful build and validation stages instead of waiting until ship
• update deliver tests to assert durable PR/commit outcomes under stage-level sync
