Add blog post: Xcode 26 migration, UIScene rollout, and Initializr localization bundles

Motivation

• Announce the start of the Xcode 26 migration and surface early issues so users can test and report regressions.
• Inform users about new UIScene support behind the ios.uiscene flag to encourage early testing ahead of future iOS requirements.
• Publicize that the Initializr now generates localization resource bundles and updated tooling to make i18n part of the default project flow.
• Summarize other notable platform and tooling updates and the current status of JDK 17 support.

Description

• Adds a new blog post file at docs/website/content/blog/xcode-26-migration-and-localization-bundles.md describing the Xcode 26 staged rollout, the ios.uiscene flag, and guidance for reporting issues.
• Documents that Initializr now generates localization resource bundles, that Label text is implicitly localized by key, and that the simulator has an Auto Update Default Bundle mode for iterating on translations.
• Calls out platform changes including Android adaptive icon support, an iOS local notification replacement fix, ImageViewer UI improvements, new EditableResources and CSSThemeCompiler utilities, and expanded regex support.
• Provides an overview of the ongoing effort to add JDK 17 support and links to tracking issues and related resources.
