Add Wikipedia channel to SIGSOFT Communications Playbook

Adds guidance for managing the SIGSOFT Wikipedia page as a formal communication channel in the playbook.

Changes

• Channel Overview — Wikipedia added to the channel table (audience: general public; owner: Information Director)
• Channel Definition — New section with:
  • When to update: leadership changes, milestones, conference list changes, factual corrections, notable award recipients
  • How to update: step-by-step covering account requirements, Wikipedia's neutrality/verifiability/citation policies, and Talk page coordination
  • Not appropriate: CFPs, job postings, promotional content, uncited claims
  • Note that Wikipedia is community-edited — SIGSOFT does not control its content
• Content Type Matrix — Wikipedia column added; marked relevant for "Committee updates" and "Organizational milestones"
• Contacts — Wikipedia row added pointing to Information Director
