Merge testing/ directory into tests/

[kmontemayor2-sc]

Move testing/ contents into tests/ as three subdirectories:

• tests/e2e_tests/ (from testing/e2e_tests/)
• tests/api_test/ (from testing/api_test/)
• tests/config_tests/ (from testing/dep_vars_check.py, assert_yaml_configs_parse.py, notebooks_test.py)

Update all references in Makefile, README.md, .dockerignore, and .cursor/rules.
