[BI-2760] Update Affiliations in UI Footers

Description

Story: BI-2760 - Update Affiliations in UI Footers

• Changed UF IFAS and Cornell logos
• Changed ordering of logos and abbreviated text
• Added logic to only show full affiliations on landing and program selection (and login error) pages, and to show abbreviated affiliations on program and system administrator pages
• Updated text in landing page to reflect UF affiliation

Testing

• Make sure affiliations are legible and match appearance specified in card
• Make sure on landing page that under About Breeding Insight, UF is mentioned as the current funding and Cornell former funding
