Please add faster

Faster is a pure Common Lisp library for parsing FASTQ files (a common format used in bioinformatics for genomic sequencing data) and multithreading the processing of their contents.

Tests pass in SBCL, CCL, ECL, and ABCL on Debian (and should pass everywhere).
