Cut v4 tag?

Looks like the `v4` tag didn't get created alongside `v4.0.0`. All the previous major releases have one (`v1`, `v2`, `v3`), so anyone pinned to `@v4` is going to get an error right now. Please cut a `v4` tag. 

There's also a `list` tag pointing at the same commit (`5c1e907`) — https://github.com/getsentry/action-github-app-token/releases/tag/list. Looks like a `git tag list` typo maybe?
