[AI Assistance] Debug-mode only way of connecting to an arbitrary DTD URI #9655
Description
As part of building the AI Assistant, it would be helpful to have a way to connect all of DevTools to an arbitrary DTD URI. This can be part of the DTD Tools page (which is only shown when "Enable advanced developer mode" is toggled on) and further only available when DevTools is running in debug and not release mode.
