What package is missing from Amazon Linux 2023? Please describe and include package name.

Is this an update to existing package or new package request?

4.0 is the latest Ruby release, whereas currently only ruby3.2 is included in the repository. There are open tickets for Ruby 3.3 (#776) and Ruby 3.4 (#886) as well.

Is this package available in Amazon Linux 2? If it is available via external sources such as EPEL, please specify.
