Fix the issue: ERROR: could not unmarshal event: unknown PrivateNetworkRequestPolicy value: PermissionBlock

Currently, when we scrape anything that requires ChromeDP, these errors will pop up despite the fact that the scraper still works successfully:

Figure out the way to address these errors.

@mikehquan19 root cause was an outdated CDP enum list in the pinned dependency. I bumped cdproto/chromedp and added a regression test for PermissionBlock and PermissionWarn unmarshal.

We had the same issue last year. Version bump should fix it, imo a test isn't needed.
