S3 bucket doesn't work if not in us-east-1 #23
Description
Found when debugging #21; the app can upload a file to the S3 bucket fine, but the presigned URL it generates doesn't work unless the S3 bucket is in the us-east-1 region.
Need to figure out where this error could be coming from and fix it. Minimal priority for our alpha push, also probably minimal for beta (though I'd like to know where the bug is by that point, it points to something wonky in the config / AWS setup the app might be doing).
