Investigate requirements for Microsoft account that can be verified

Our Microsoft oauth app, should be created under a Microsoft account that can be verified by Microsoft. Without verification, users get a warning about unverified publisher, like in the following test:

We've found that Microsoft verification requires EDI to be registered as a business, nonprofit, etc, so this goes to the back burner for now.

We have created a Microsoft account that should be eligible to be verified when requirements for the EDI org are satisfied. We'll be using that account for oauth, so EDI login through Microsoft will display as unverified for now.
