New Deploy: incorrect change warnings

Working with the app today I saw incorrect change warnings in the CLI

I suspect this is a lie and a trivial bug, but it stopped my doing a push to the app because I couldn't be certain

• I pulled a project with multiple workflows
• I edited one workflow over an hour or so (changing job code and workflow.yaml)
• When I went to deploy, the CLI told me that all workflows had changed

This isn't a divergence thing, the workflows didn't change in the app. But something made the CLI think the workflows had changed locally

Can't reproduce on my local server. hmm.

EDIT: but I do seem to get an invalid divergence warning
