Improve Secure Directory Robustness for ETL Tracing

Currently we see failures creating in debug config when running during dev. It is also expected that there might be collisions between shared service and child service in Release.

1. investigate and mitigate the issues in dev to improve usability during dev workflow
2. Validate current release behavior and add customization point to disable Secure ETL Directory functionality in child service scenarios under release.
