Clean up useless rules

Any rule does not provide short cut should be removed. The existence of these rules only add up complexity.

Example

• MaxCut → SpinGlass reduction is useless, as it does not reduce the reduction overhead compared with longer loop: "MaxCut → QUBO → SpinGlass".
