The DockerFile is broken

When trying to run the DockerFile we get the below error, I suspect that this is because there is some form of update needed or something has changed. I don't have time to look at it now but raising it as an issue to track.

can't find executable jekyll for gem jekyll. jekyll is not currently included in the bundle, perhaps you meant to add it to your Gemfile?

Looks like the commit to make {site.url} work broke the docker container. Mentioned to Alex that this needs to still work in dev and live after docker fix.
